"No signal Error" in FarCry 3. Buzzing sound while gaming.

These two issues may very well be unrelated.

I have a problem with a very soft buzzing sound from my tower. It's not a fan, this is simple to rule out because of the circumstances when I hear it. It is 100% consistent with what is happening on my pc at that very second. When I am in a game/game menu, it is buzzing. If I alt tab it immediately goes away. If I change resolution it goes away for .5 seconds while it changes the resolution. I have also ruled the monitor out. It is obviously coming from my pc. Occassionally my pc stutters while gaming, when this happens the sound stops for just as long, and then resumes just as fast. The buzzing never happens while I am on the desktop or any other application besdies a game. I have also noticed that when these sutters happen, the sound also drops. For that .3 seconds my sound skips. I have ruled out my Realtek onboard audio driver by disabling it. The sound still stutters and I still have the buzz. Is my pc drawing extra power while gaming and causing the PSU to immediately buzz? Does an 850 watt psu inherently buzz when being pushed?

I was able to ignore the buzzing, but since trying to play FC3 it has become more of a bother. The black screen crash with "No Signal Error"..I can pinpoint two games it has happened in, but there have been more. It was happening in Borderlands 2 before I set my PCI express power state mode to "Performance" instead of the power management setting. It has not happened since. The game it is currently happening in is Farcry 3. I am unable to play more than 5 mins, usually crashes when the crazy dude is talking to us in the cage. The game locks up for a few seconds, screen goes black and it shows my resolution at the top left, as if the monitor was just turned on. In the middle it reads "No Signal Error" or something along those lines. I am then sent to Desktop, the game is minimized, the sounds is still playing smoothly, but I cannot re-enter the game and am required to do a force close.

I am not usually on these pc forums. I will do my best to list all my specs.

I jut found that if I keep my settings on 1920x1080 in FC3 and click "apply" the text blinks the sound dies off for a millisecond. Even though no settings are being changed, clicking apply still causes the buzz to stop. And on top of this...When I click "Apply" the light on my desk very quickly and subtly dims. Every single time I click apply it happens. I'm beginning to think my outlet might not be supplying enough power.
