Hi
Very difficult to answer as it will depend on the amount of LEDs that are lit and the power consumption of those LEDs.
However a non illuminated keyboard will take essentially no power until you press a key and even then it will be a very small amount.
A mouse will consume power when the laser or optics are lit and also a very small amount when moving it but it would be difficult to get this information from a manufacturer.
Also a gaming keyboard or mouse with inbuilt memory will take more power than a standard mouse or keyboard.
There is almost no way to give a definitive answer to this short of setting up a test rig and measuring your specific mouse / keyboard setup.
Manufacturers would need to design each device to be powered below the max of 500mA that can be supplied from a USB port so you could assume that each device would have a maximum power consumption of 2.5 Watts.
