GPU not going past 30%...???

I have a 7870@stock paired with a 3570k@4.5 all under a corsair 600w PSU

Any game i launch, the gpu wont go past 30% and its not a cpu bottleneck, so Im getting bad frames. This was not happening before, the rig is 1 year old, i tried disabling the igpu, reistalling the drivers with the beta but the problem still there, and its really strange because if I open furmark and stress it it goes to 100%....

I noticed that when I played War of the Vikings and it was running at 30 fps on low... with my gpu and cpu on low load.... so I launched cube world because it has no vsync yet and usually i would get 400+ fps and the gfx would sound like a hairdrawer, but now im getting 100 fpsish and the gpu is blocked at 30% aswell....

What is % on your cpu under full load, as there may be something wrong with it.?

How much ram do you have?

Have installed all the latest drivers?

I had yeah, installed the beta, but msi afterburner is showing diver version 9.14 and catalyst 13.11,
I just uninstalled all the amd stuff, and the screen did not go low res, I think that windows 8.1 is not letting me uninstalle it completly

EDIT : have 8 gb of ram @1600 stock, more than 4 is free when in game

You could try using driversweeper and cleaning out the driver completely after uninstalling through control panel and Ccleaner, and then doing a reinstall of whichever driver you were on

Right, so I used the ccleaner and driversweeper, completly uninstalled the drivers on safe mode, installed the new ones but it still the same....

in the screenshot the game is runnig on the lowest settings, 720p, vsync is off, still bad fps, temps are ok, ram and cpu are also ok....

Oh dear, so windows 8/8.1 would have been the main changes you have made to that machine, did you experience these problems when you first updated to 8.1?

If not, you could try rolling back to an older driver

If you have a spare drive somewhere and install windows 7 on it, you could test whether or not it is an OS related problem :S

Generally if a driver reinstall cannot help, then it could be the game itself since War of the Vikings is still an early build, though that doesn't explain your frame drop in cube world

By the way, I have not solved the problem, i just swapped my card with my dad's 660 and i have no problems so far, my 7870 is working fine on his win7 pc so is not the card, my win 8.1 install is the problem.... I will probably just leave it like that for now, thanks for all the aswers
