Not booting from CD, Freezing in POST.

I am in the process of building a new system. I switch from intel to amd. I am trying to do a clean install because of this. I seem to not be able to get out of post the first time. Second time I try to start it the screen wouldn't display the screen properly. I removed the graphics card and it displayed properly but wouldn't boot from cd and freezes in post. Thinking it was wattage on the power supply, I bought another one. It tries to boot the old windows install but still wont boot from cd. I am lost on what to do next. Do I get a bigger power supply? Or is something faulty?

AMD FX 4130 Black Edition
Gigabyte GA-78LMT-USB3
Adata 4GB DDR3-1333
NEW OLD PSU: Coolmax I-400 400Watt
NEW NEW PSU: Corsair CX600M 600Watt

set cd as first boot on bios by pressing del on post then off your pc and try removing your hdd then ON your pc,insert windows dvd,press enter many times on post,click install then you didnt see your hdd? plug your hdd sata and power sata while your computer is ON,then refresh
