Use dos utility Fdisc to repartition the HDD....
Then format it...
then Low level format it....
and then reformat it...
and then fdisk it again.....
leave it RAW if you're going to give the rig without the OS.....
That will erase everything on the HDD....
And recovery will take quite a bit of work.... if it was to be done...

No need to go through all the above gyrations, just get the proper tool for the proper job......
One such tool is Wipedisk (http://www.gaijin.at/en/dlwipedisk.php)
Just as an aside: True Low Level Format hasn't been possible outside the factory since the days of RLL/MFM
