one core constantly at 60% to 90%

I didn't find anything running in the background but a restart brought the cpu back to normal. However, this computer is on all the time and at some point one core comes back to running at a high percentage with nothing on.
Now I discover that one of the core is showing a yellow exclamation point in device manager. I'll post that question separately.
