i5-4670k hitting 100% browsing internet

I will just be browsing the internet, checking Reddit, watching a YouTube video or something, and my computer will freeze for about 20 seconds. It's happened on multiple occasions, and I was getting annoyed by it. I installed core-temp which shows me the load of all my stuff and temp, and whenever I get the freeze, my CPU has a load of 100%. It actually happened while writing this. I was just wondering if this has happened to anyone before, and if there is a solution. This just started yesterday and I have had this Rig for about 3 weeks. CPU: Intel Core i5-4670k
Motherboard: MSI B85-G41 PC Mate
GPU: EVGA GTX 660 Super clocked
RAM: G.SKILL Ripjaws Series 8GB DDR3 1066
HDD: Seagate Barracuda ST31000524AS 1TB 7200 RPM
PSU: COOLMAX ZX Series ZX-600 600W

Installed the drivers and ran a virus check with McAfee. Still having the problems. I was looking through Task Manager and found http://i.imgur.com/ItXNHWl.png That guy was doing something. I don't know if it is supposed to or not...
