Best power supply for 70$!

My setup is :
PU: Intel Core i5-4670K 3.4GHz Quad-Core Processor ($224.98 @ OutletPC)
Motherboard: ASRock Z87 Extreme4 ATX LGA1150 Motherboard ($117.99 @ Newegg)
Memory: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1866 Memory ($82.99 @ Newegg)

Although ill be getting the graphics card at a later date. Also what is the difference between modular, semi modular and non-modular power supplies? So i need the best power supply i can get for 70$
Also will it be bad to use say a 700w or 750w ( or whatever is best for my build ) without the graphics card installed? Thanks in advance :)

modular means that nothing is attached to the psu u only attach the cables u need it helps cable management a lot
semi modular is where the power cables you need plugged into the components are on the psu when you add another card u can attach another cable for sli/crossfire or something
non modular means all the cables are in the psu making cable management suck

Also volvodoto i think i will probably need more watts that like 520 considering 80% of 500w is 400w i don't thing some of these power supplies can handle my setup with according to pcpartpicker needs 413w of power

You got a wrong perception about efficiency. Your rig will need 300-320w (DC) at full load. With a bronze rated psu (85-87%), your rig will pull around 375w~ from the wall.
You dont need anything more that 500w even when you overclock. You will need 700w+ if you will plan to add a second GPU.

And in buying psu, look for the OEM not the brands. Corsair doesn't make their own psu's, Seasonic does. Some of the corsair psu's are built by seasonic.
