Computer won't turn on

I turned my computer off via the plug socket as it was taking 15 minutes plus to shut down, but now the actual computer won't turn on now that I've turned the plug socket back on. I've changed the fuse in the power plug. The light on the back of the box is on (green light). It says below the light HI-POT OK. Any ideas?

1) Turn off the PC at the power point or at the PSU at the back if it has a rocker switch.

2) Now keep the front power-on button depressed for 20 seconds.

3) Release power-on button.

4) Restore power supply at socket or at the PSU as appropriate.

5) Press front power-on button and computer should come to life.

Would u be saying that the power point is the plug socket?
