Failing Power supply unit?

I've never had a PSU fail on me before so I've trying to figure out if this is the problem. Ever time I press the power button on my case the computer either turns on or it doesn't. Once it is on everything runs smoothly.

When I shutdown the computer like normally and try to power it back on the same problem reoccurs. When it can't power on through the case I have to unplug it then plug it back in. Even when I do this and try to power it back on through the computer case it doesn't work. I have to sit there and flip the switch on the PSU a few times then it will kick on. I have this PSU SeaSonic X-SERIES X-1050 so definitely not a cheap POS PSU. Any help before I RMA the PSU would be great. Thanks

Is it possible to diagnose this with a multimeter? I dont have a spare case laying around at the moment.
