Lag spikes when gaming.

I have a Sapphire Radeon 7870 HD GHz Edition and most of the time when I'm gaming I get smooth frame rates, a good amount of lag for about 15 seconds and then it returns to back to normal. I'm not sure what's causing this problem as I've used fraps and whenever this happens the frame rate stays exactly where it was before and after so that's been no help in identifying the problem.

This is happening with all of my games and I really want to get rid off it. I think it may be because my motherboard and/or my cpu are bottlenecking my GPU. I would like to hear your thoughts on this. Here are my system specs:
GPU-Sapphire Radeon 7870 HD GHz edition
CPU-FX 4130 3.8GHz
MOBO-Biostar A960D+
PSU- Coolermaster Elite Power 500w
RAM-Zeppelin 8gb DDR3 1333Mhz

Its your mobo and cpu . biostar make the worst motherboards on earth and that CPU will bottleneck you 7870

Thanks a lot just wanted to identify the problem. And could you also, if you can, suggest to me what would be a good mobo and cpu to get that will not bottleneck (more preferably the cheapest)
