Intel DQ45EK Mini-ITX Motherboard won't post

Here are the specs for the computer I am building:

Intel DQ45EK Motherboard
Rosewill Mini-ITX Case with 350w PSU
2x2gb 800mhz DDR2 RAM
Kingston 64GB SSD

I have used 2 CPU's; a Q6600 which I later learned was incompatible due to it's TDP being too high, and a P4 530. The motherboard turns on, fans spin, there is a solid red light which according to the manual means ADM is fully functional, but there is no post. I am using an AOC e234Fk monitor with a DVI cable. If I remove the RAM the mobo beeps three times, so it's not that. I read online that if your CPU is incompatible, it should tell you in post, but I get nothing.
