If you cannot tell a difference between the refresh rates and response times then I would just use the TV.
Traditionally monitors are better for gaming because of the sharpness, color accuracy, better response times.
But if it looks and plays the same on a TV then use the TV.

Oh in that case look at the 23inch ASUS 1080p monitors, they have great refresh and response times. There are a couple models, try pcpartpicker.com

It all depends on the refresh rate. Just look up the model of the TV and monitor and it will tell you the refresh rate. Pick the one with the highest refresh rate and lowest response time.

Both say 60Hz and i cant find anything on response times, the TV is LED and the monitor is LCD if that makes a difference.

As long as the TV response time isn't over 8ms, it should play pretty decent.

I wouldn't buy either of those screens you showed. Get something 1080p

For free? Go whichever has the highest resolution? If you have to pay for them, tell them no thanks.
Neither are very good screens for gaming.

Yes for free and i guess the Monitor is better resolution as its 1600 x 900 vs 720P LG HDTV but 19inchs vs 32 inchs...

theres also the factor of ppi or "pixels per inch" which is your pixel density. the denser, the cleaner looking the picture.
