I am looking to build a pc for exactly 400$ Since I am new to building a pc can anyone suggest what is best for my budget.

It must include a monitor, keyboard, mouse. The max is 400$ no penny more, Please keep in mind this is a very strict budget.

I also know this budget most Likely wont run new games on high settings anyways thanks
