And also remember the cost of your OS and disc drive (if you don't already have those)

alrighty, well then all you have to do is drop one of those sets of memory and you're all set for your price :)

There was sadly a problem with that. The motherboard had no price on it (fixed that sadly) & now im $155 over budget

Because of your tight budget and thing cost more down under. I left out a after market cooler.
The stock one works fine, use that for now and buy a better cooler later on.
I've added a 500GB so it will be under budget.

I have chosen this as best answer but I do have questions. Due to shipping of all different companies won't this cost a lot more? Would I need an aftermarket heatsink?

Yes shipping will add to the cost, but if you want another build, I'll configure another one so it all comes from the same place.
After market cooler is better, but stock cooler works fine too.

Same config as before, but from a single source and managed to add a after market cooler

CPU: AMD FX-8320 3.5GHz 8-Core Processor ($189.00 @ PCCaseGear)
CPU Cooler: Cooler Master Hyper 212X 82.9 CFM CPU Cooler ($45.00 @ PCCaseGear)
Motherboard: ASRock 970 EXTREME4 ATX AM3+ Motherboard ($115.00 @ PCCaseGear)
Memory: Corsair Vengeance 8GB (2 x 4GB) DDR3-1600 Memory ($115.00 @ PCCaseGear)
Storage: Western Digital Caviar Blue 500GB 3.5" 7200RPM Internal Hard Drive ($59.00 @ PCCaseGear)
Video Card: XFX Radeon R9 280X 3GB Video Card ($379.00 @ PCCaseGear)

That's a good build too.
edit, yes the PSU price is missing. Have to fix it.

Update:
Here is another build, all parts are from MSY. Amount is in Australian dollars
Price is based on their parts list as of December 12, 2013
http://www.msy.com.au/

CPU: AMD FX 8320 ---$185
M/B: Asrock 970 Extreme 4 ---$109
RAM: 8GB (2x4GB) G.Skill Ares DDR3 1600 ----$95
GPU: Sapphire-OC R9-280x ---$360
HDD: Seagate 500Gb SATA ---$55
ODD: Samsung SATA DVD RW ---$18
Case: Coolermaster USB3.0 Force 500 ---$59
PSU: Corsair CX 600 v3 ---$95
Subtotal: $976
This leaves you with $24 in shipping, which I hope is enough for your budget.
