Boot past bios problem

So I have an older pc (Dell XPS 420) and I know its way overdue for an upgrade but I'd still like to get this issue fixed.

Right now if I power down the PC the next time I go to power it on it will start up like normal and then turn off after about 2-4 seconds and automatically power back on again. This can repeat over and over for upwards of 30 minutes. I've tried unplugging it, sleep mode, hibernate mode, all do the same thing as turning it off. Right now I just don't turn it off and I restart it if I need to do so.

Do you all think this is a start button issue, motherboard, or power supply problem? Any help would be great.

I've never replaced the battery. I'll give that a go and see if it works. I have a voltmeter so I will check the voltage tomorrow.

Well, I replaced the battery. That didn't seem to change anything. I cleaned out the case, video card, all the fans, ect. The PC is a lot more quiet now, but the problem still remains. What I have noticed is that the cycle has a pattern. If the PC has been off all night and I turn it on it will start to power on for only a second and then power off. It will then power on for about a second and a half and then power off again. This cycle continues until it powers on long enough to get to the setup screen and send a signal to the monitor. Once this point is reached the PC is good to go.

My guess is that the power supply needs to be replaced and maybe there is a capacitor that is going bad or something. The issue I have with replacing the power supply is finding on that will fit in the wonky BTX case that was used for the Dell XPS 420 series PCs.

Any other suggestions before I look towards replacing the power supply?

No power problems. Everything else in the house is just fine. No clocks reset since a big storm last winter in 2012.
 
Good news - any ATX power supplies will fit and work, just be sure that you have enough SATA power connectors.

Buy at least 450 watt or higher - if you decide to stick video card in, you will need more juice.

Have you check all connectors, all tight?

Ya, I cleaned the case and checked all the connectors yesterday. It runs a lot more quiet now, but still has the same issues. I did replace the 8800GT card it had with a BFG 250 OC card a couple years ago and that one seems to run fine for what I do.

I think I'll just go with the EVGA 500W PS unit I found on Newegg. It's only 40 after rebate so that's not much at all.

The raidmax and corsair (first and second options) seem like they have a lot of reviews and will give me all the power I need. Any opinions on what to go with. The raidmax will be 25 after rebate and the corsair will be 38. Small 70W difference in power which I won't be able to utilize with this PC.

For my current use it's way overkill, but it could be used for my next pc build as well and has a 10yr warranty for about twice the price ($65 after rebate). Still a good looking deal. I'd go for it if there was a good argument for it.
