admin changes give me a black screen

when i ever i start a program that is set as administrator it cos up with the box like normal for around a second then my screen goes black for about 3 seconds and then comes to back to the box and i can start the program. any ideas would be extremely helpful as this is becoming very very annoying

Go to Control Panel>Action Center> Change User Account Control settings(right side of the window) and lower it to "Notify when an app.........(do not dim my desktop).
