MSI Radeon HD 7950 voltage uncontrollable?

hey guys,
I recently set up a build with a msi radeon 7950 (not twin frozr) along with
FX 6300
Asus m5a78l-m/usb3
450 watt psu 80+

now for my issue(s)

1. anything above stock clocks will cause artifacts when I hit apply (using afterburner)

2. my VDDC is always stuck on 1.09v according to kombustor

3. stock voltage on afterburner is 994, which hwinfo shows. If I rise it any further, hwinfo will stop at 1.09v like kombustor

And right now, in afterburner, my voltage is currently set to 1200mv and both kombuster and hwinfo still displays 1.09v
I have set my power limit % to 20% which is the max settings.
I have also enabled voltage control and changed the settings in the CFG file.

UnofficialOverclockingEULA = 1 I confirm that I am aware of unofficial overclocking limitations and fully understand that MSI will not provide me any support on it
UnofficialOverclockingMode = 1

PS: for the UnofficialOverclockingEULA, i have tried both with 1 and without 1. still doesn't work.
 
Solution
Try increasing the voltages for your GPU in your Motherboard Bios/Eufi settings. Software is not recommended to changing voltages on hardware.

1. The Artifacts are created by one of these many problems. (Dying GPU, Not enough voltage, Bad GPU Chip (bad overclocker))

2. VDDC getting stuck is most likely another program or Motherboard overriding your settings to stay at those Voltages.

Also try not to increase power settings +20% that is a LOT imo. The max I got is +10 or +15 at most
