GPU Overclocking not working

i overclocked my GTX 650 ti using evga precision while it says that the settings have been applied.
However when i monitor my GPU with GPU-Z the mem clock and the voltage is changed however the core clock remains the same please help me fix this.

EVGA Precision does not save settings on start up, so everytime your computer reboots you'll have to reapply the settings. Try using MSI Afterburner

still run as administrator via right click, just do it anyways. Make sure you dont have the nvidia driver interfering either, look into those settings. On AMD you can turn "overdrive" on or off and it overrides my ASUS GPUtweak overlclock settings. might be the same on the nvidia side
