Will my memory run at 1600MHz stock if my board only supports 1600MHz OC?

In the description of the MOBO I would like to buy it says this:

Memory: 4x DDR3 2000(OC)/1866(OC)/1800(OC)/1600(OC)/1333/1066 (max. 32GB)

If my RAM is 1600MHz without any overclocking done, will it still run at 1600MHz or only at 1333?

It will run at 1600Mhz, you don't have to mess around with anything. It's my understanding that all you might have to do, after installing the 1600 MHz RAM, is go into BIOS and change the frequency from 1333MHz to 1600MHz. And that's it!

The CPU is a Fx-6300 and the MOBO is a Asus M5A78L-M/USB3, AMD 760G/SB710, AM3+, mATX (why do they always have such long names?)
Could you also check compatibility with the Fx-6300? It's an AM3+ MOBO but it doesn't explicitly name FX processors in the description. Also, if it helps, the RAM is 2x4GB Kingston HyperX Grey

The long names are just lists of attributes. The whole name is only the Asus M4A78L-M. The rest details the chipset, CPU socket, form factor et al. It is confusing :p

Now that you mention what model motherboard and RAM, I think I should change my advice. I probably spoke to soon.
The HyperX Grey would probably work, but I don't recommend it. It's 1.65V while all the other Memory sticks on the QVL (Qualified Vendor List) are 1.5V.
I think you would be safer going with this RAM instead.

I learned something today: always check the hardware before giving advice! haha

He wouldn't have to deal with that with the RAM I linked, right? Plus it would be cheaper.

Yes, when new DRAM is installed it goes to the mobos default - on AMD often 1333 or even 1066, then you have to set the freq - many AMD mobos use DOCP, EOCP, or even XMP to read the SPD info from the sticks and set the timings, voltage, et al quasi automatically, but that depends on if the BIOS is ready for a particular set of DRAM

So, could you list all the steps I would have to go through with the Kingston HyperX memory? I'm a bit reluctant with the G.Skill one because here in Switzerland it's actually more expensive plus it's not in stock ATM so it would take 2 weeks for it to arrive. Is it possible to use the HyperX Ram?

How about This: Corsair Vengeance, 2x4GB, DDR3-1600, CL9@1.5V?
I heard Vengeance wasn't great for lower end builds but it runs at 1.5V. Space for the heat spreader isn't an issue because I have quite a large case and no aftermarket cooler.
