GPU Fan will not spin properly causing overheat.

Hey all, i have an Nvidia GeForce 9500 gs that came prebuilt by HP. The computer is approximately 6 years old and so is the graphics card.

Recently I have been experiencing Massive FPS drops while playing games:
So the situation goes like this:
Take League of Legends for example, i play on low setting and all with uncapped fps. I would get 150~ or so fps on average, but few minutes into the game, i'd get a massive drop from the 150fps value to 10-15, and sometimes, 10-20minutes later, the fps would fix itself for a few minutes. Then it goes rinse and repeat.

I found this software online, Nvidia Inspector, and decided to use it to monitor my gpu activities. So that night, it turns out that the temperature of the gpu stood at around 90 degrees celcius. and the fan wasn't being optimized to the max. So i decided to check on the gpu the very next morning because i thought the fan was broken.

So i unplugged everything from the pc other than the power supply, hdmi cable and the mouse and tested for the fan. However, the fan itself wasn't spinning. So i searched online and says that there might be dust clogged inside the fan. So i took the computer and cleaned it using the compressed air, then tested again getting the same result.

And just now, i decided to monitor the gpu and started up a game and i played it until the temperature was rising to the 90's. The fan level was at 25% throughout the run, and i overclocked it without getting a change in the fan speed. But when i hit the temperature in the 90's, the fan speed displayed started to increase to 45-60%, however, not any higher. So now i decided to check inside the pc case, and saw that the fan was spinning.

These abnormal activities really frustrates me, as for that i don't understand why the fan is acting like this. I'm pretty sure that the fps lag is caused by the gpu overheating, but what could be the problem with the fan?

*On the side note:
-i seldomly get blue screen saying: system file dump or something
-i can't open my nvidia control panel
-when the fps lag happens, the computer functions a lot slower, lagging overall
-checking the task manager, i found my cpu usage to be very low when the fps lag happened, around probably 10-15% or so where as when I'm getting the normal fps, i have 40-50%
-yes i have cleaned my registries, cache, malware and such, updated to newest driver, disabled startup item/services.

Please help/ suggest solution!

I should replace the fan on the graphics card? How to replace and check compatibility? thx
