AMD R9 280X not using its full potential

Well, i got a Sapphire Vapor R9 280X OC, but I am having some trouble with it.
When I am playing, it won't use 100%, so the game stays laggy. Examples of games I'm facing these problems are Battlefield 4 and GTA IV.
Some days ago, it was working fine, now it started not to work properly...
Like, during GTA IV, the max that it used (I measured it with MSI Afterburner) was 71% and the game was pretty laggy.

BTW: I did not change any values of the Graphics Card (like, I didn't under- or overclock it or anything), so I don't know what's happening.

Well you will not see 100% gaming it may go into the 90's but not 100%, as questioned above what CPU are you using?

My CPU is an FX 8350 Black Edition.
And rolli, my max usage during GTA IV was 71%!

Like, before I could record gameplays of Battlefield 4 with no problems, then suddently, I can't even record at high settings without graphic lag...

Next step is to see if there is any bloatware causing this and shut down unneeded processes and programs while gaming. I am presuming that malware has been dealt with.

Have you updated the drivers lately?
Some people are having performance problems with the latest beta drivers.

I had updated the drivers, then I downgraded, as when I updated, Battlefield 4 was not even working with it anymore...

I recommend you completely uninstall all graphics drivers if you had problems, run a driver cleaner program to remove all traces and then install the drivers which worked okay before.
The 280x is still new and the next major non beta driver release should hopefully fix these issues.
The AMD Mantle update is due soon and might bring some performance increases with Battlefield 4 also:)
