Windows anytime upgrade not working.

I am trying to upgrade for 7 home premium to ultimate. When I go into anytime upgrade it tell me upgrade is not available in my location. My location is correct in region etc which is the UK.
Can anyone suggest a reason for this,

is your original Home premium installation and the upgrade disk the same language? There are two versions of English Windows, you have EN-US (USA) and EN-GB (Great Britain, also known as international English).

The region is showing English United Kingdom. I do not have an instalation disk, I was trying to upgrade by download from microsoft. As your probably aware, the UK is one of the countries that this is available. I did use the anytime upgrade about 8 months ago and downloaded W8 but didnt get on with it so reverted back to W7. My partners PC also comes up with the same dialogue when trying ATU on her PC.

Which version Windows 7 Home Premium do you have?
A few possible reasons why it does not work.
UK uses Windows 7 Home Premium N, not Home Premium. N just lacks media player.
If the OS is Home Premium and not Home Premium N, that could be a reason why it won't upgrade since the non N isn't made for the UK.

2nd, that key has been upgraded to Win8, so it can't be used again to upgrade to Win7 Ultimate.

Besides upgrading from Win7 Home Premium to Ultimate is a waste of money.
Both OS are exactly the same, all Ultimate has is just Bitlocker, Domain Support, and other features most home users will probably never use. The only advantage between Ultimate and Home Premium is larger memory and dual CPU support. 16GB max for Win7 Home Premium 64bit vs 192GB max for Win7 Ultimate 64bit.
Since that key has been upgraded to Win8, then install Win8 and do a free upgrade to Win8.1.

SO you used the same product key to upgrade to win8 that you are now trying to use to upgrade to win 7 ultimate ?? If so that might be the problem as the product key for the OS is now obsolete since it was used to upgrade to windows 8 and will not work for reinstalling windows 7 (when you use upgrade the old license is deactivated and combined with the windows 8 upgrade license to create a single license for windows 8 - you can no longer use the windows 7 license for other installs or upgrades since that key has now been deactivated on the activation servers)

Ok, thanks for the info.
Here's what I know with regards upgrade to 8.
I reverted back to 7 via the manufacturers reinstall disks I backed up prior to upgrading to 8. The option to upgrade anytime was obviously available on that OS to do the 8 upgrade and is the same OS as was. My partners PC is exactly the same, same OS, hardware etc. She has never upgraded but gets the same dialogue as i do.

We're sorry. Windows anytime upgrade isn't available in your country or region.

The reason for wanting an upgrade is to be able to run XP mode so i am able to use older programs. Iv'e tried everything else to run these programs but to no avail, so this is my last throw of the dice.
