I5 3570K dipping down to 16x even when under load?

Hi guys. I just got a new intel I5 3570K and I am running it on an ASUS P8Z77-V. I have overclocked my CPU to 4.0GHZ.

Now let me mention I am somewhat new to overclocking, but I do know about Speedstep and how it's supposed to act. HERE'S my problem though:

I noticed in CPU-Z my Clock speed shows 1.6GHZ or 16x100. It then every so often jumps up to 4.0GHZ or 40x100. At first I figured this was just speedstep doing its thing, untill I noticed when running games and even progams like haven benchmark my FPS would drop about every second, and then spike back up again. I watched CPU-Z when this was happening and it confirms that every second it was dropping down to 16X even when under load! Obviously this is not how it is supposed to behave.

FYI I do have my power settings set to max performance in control panel. Any ideas?

No, even with speed step disabled it still does it. Here's a bit more info...I noticed that with my CPU multiplier dropping, so was my Vcore. So I tried a manual voltage at 1.15 and it seems to stay pretty steady at 4ghz now....The odd thing is that it still drops to 16x occasionally while under load. Only now its more like once every 10-15 seconds or so.
 
Sounds strange to me too.

Could you possibly have insufficient ram so the cpu is idle while page faults are being resolved?

More likely, go over the BIOS settings to look for speedstep/power options.
Sometimes those options have different names than what you expect.

Why not just turn off speedstep? It is an energy saving option. When the cpu is not under load, you are not using much energy anyway.
