Is this normal for graphics cards?

I was playing CS last night on lowest settings at 1680x1050 while downloading something with tixati. I usually average around 40 degrees when playing cs go but when my torrent was complete the notification for tixati came up and glitched my screen for a few seconds. Then it went to the desktop and my temps went up around 65-70. I also heard loud coil whine. Why did this happen?It scared the living shit out of me. (EVGA GTX 660)

I have 1 92mm and 4 120mm. The card isn't overclocked. The highest I've seen it go is 75 playing skyrim. Also I'm getting some coil whine when playing New Vegas. Coil whine is annoying but will it damage any of my parts? How can I get rid of it?

Thanks, i'm starting to regret getting a card with only one fan though. Should have went with an MSI Twin Frozr or the likes. My warranty is expired by now, but I just got some new fans so that might the problem with coil whine.
