Mmh I'll try to explain. So some games requires lot of calculations to be made by the CPU, if the CPU can't make them fast enough the game won't run at high frames. If so, a powerful GPU has already done all its calculation job and part of its power won't be exploited by the game. Hence GPU bottlenecked by CPU.
I had same worries about heating at the beginning but don't worry, as long as you don't take the stock cooling, any aftermarket coolers are just great.
Purchase the GTX770 first, it'll be bottlecnecked but since it's not fully used, fans would do their job and no worries about heating. And since GHX770 is way more powerful than the GTX660, you'll have better performance in the absolute.
Then you could invest in a 4 cores Intel or...

If you're going to buy a GTX770 , your CPU is going to be a real bottleneck. Although you could upgrade the GPU then wait till you can upgrade the CPU + mobo. Otherwise just stick with a GTX 660 / HD7870.

okay, sounds alright. so lets say i would buy 660 now. my coolers start getting really loud when i play high end games, does this get fixed if i upgrade my coolers? which coolers do i need to upgrade? cpu? and how much would those coolers cost if i want fairly good ones.. sorry bunch of questions but this is only place where i could figure this out

Well, fans become to be loud when fan speed is more than 50-60%, not loud, audible, more than 60% they become louder, at 70-80% they're indeed loud. I've a GTX660 with an i3-3210. I play BF4, and I can run it on max settings at 40-50 FPS, with the card never going over 60°C and 55-60% fan speed. It's rally silent and effective. I've the MSI GTX660 TwinFrozr III. It's a good card. ASUS and EVGA are worthy also.

Let me try to explain why I suggested the 650Ti Boost, it's a real good card for the money and matches your CPU OK. The 660Ti is not a go deal at all, as you have found out it seems, that is why I did not recommend it to you. The 770 is the replacement for the 680 and a much better card than a 660Ti, the 760 is the replacement for the 660Ti and $50 cheaper also with a base price of $250.

I like the idea of getting a real good graphics card (770) now and upgrade your MB/CPU later when you get the money. I feel it's a better move than just getting something like the 650Ti Boost now because it matches your CPU better. You would be farther ahead and your rig would really gain in performance to last longer playing the new games as they arrive.

Ok, at the moment i think i would just buy the GTX 660 if it improves the gameplay like u people told, and new fans. and go with that setup for a year or 2 depends how i feel, and then either buy a complete gaming pc or build all from scratch with alot of money..

Well endeavour37a is right, better go for a GTX770, hang with it a while untill you upgrade your CPU + mobo later. That also depends on your budget.

Ok, but what about the talks about my cpu getting bottlenecked while using 770? o_O i mean, what do u mean by bottlenecking? it cant keep up with the card or just heats or? Does my pc run the 770 fine if i just buy more effective fans? do i notice difference between 660 and 770? i dont think im going to upgrade cpu & mobo anytime soon.. (in half / year) so since im not going to spend that much money yet. do u people still suggest to buy 770 and next upgrade to be on cpu and mobo, instead of buying GTX 660 now and then buying all new when i feel like it..?
