FPS lag with new hardware changes

I upgraded my CPU, GPU, Power Supply, and my case. Before I upgraded LoL ran just fine with no problems with fps drops. Now with the new changes, I lag and can't play above medium settings without getting lag issues. The specs for my computers should be well above and beyond what I need to play on the highest graphics settings possible for league.

Old specs
GPU: GTX 550TI
CPU: AMD Phenom II X4 955 Black Edition AM3 CPU
Motherboard: MSI 970A-G45 AMD 970 Socket AM3+ Motherboard
Power Supply: 450W(couldn't find exact name of part)
RAM: Corsair Vengeance 16GB PC12800 DDR3 1600MHz 4x4
OS: Windows 7

New specs
GPU:GeForce GTX 660
CPU:AMD FX-8320 Vishera 3.5GHz (4.0GHz Turbo) Socket AM3+ 125W Eight-Core Desktop Processor
Motherboard:MSI 970A-G45 AMD 970 Socket AM3+ Motherboard
Power Supply: OCZ ModXStream Pro 700W Modular High Performance Power Supply
RAM: Corsair Vengeance 16GB PC12800 DDR3 1600MHz 4x4
OS: Windows 8.1

The things I have tried:
-Tried on windows 7 with the new hardware changes, went to windows 8 to see if it would make a difference but did not.
-with windows 8 came a fresh install of the OS clearing my computer out
-updated all the drivers I could find(Motherboard, GPU, BIOS)
-Ran Malware bytes, no problems

I'm not sure what the problem could be. If you can help at all or have any idea what my problem could be please let me know!

windows 8 is bad for gaming even the 8.1
what games do you play ?
