i need a build under $1000 with these parts http://pcpartpicker.com/p/2hf7w da build can go up to $1100 but i would rather have it under $1000

IMO, I don't see the point of spending $100 on a keyboard.
All R9-280x are out of stock, so I went with a Nvidia GTX 770
I also added a 280x just to show the cost of the build.

Software like Office isn't a important component to a system build.
There is free open source like Open Office
Also the 3 items on your post was keyboard, mouse, and OS
