Stress test clocking between 1.4 GHz and 4.2 GHz on FX6300

I overclocked my CPU to 4.2 GHz, and I was told to use Prime95 to see if it's stable. When I run the stress test, I get from 4.2ghz to 1.4ghz every once in a while. Is this normal?
 
Solution
It isn't, but you can use Catalyst Control Center to lock the CPU into staying at the highest clock. Under Performance>CPU power is where you find the slider.

There will also be a setting in your BIOS menu to disable clock throttling. For some reason, your setup thinks the CPU is inactive and is putting it in a deep idle state.
