Program Files Deleting

I uninstalled a program, the file is still in the program files (x86). When I deleted the file a message came up. "Folder in Use - The action can't be completed because the folder or a file in it is open in another program. Close the folder or file and try again." I keep trying and pressing the button again the same message. How do you delete the file? Can you use the DOS?
 
Solution
Reboot, try again.
If it doesn't work, try rebooting in safe mode.
If that doesn't work, we would need to know more about what file it is that you are trying to delete.
Ensure you have an up to date anti-virus program installed.

I tried rebooting and reinstalling the program and uninstalling the program, it still doesn't delete the files on the computer. I want to run a new program, but the old one is still popping up on my desktop.

These are the two files that I am trying to delete:
calendar.idb
InteractiveCalendar.exe
