why is my core always at 50 to 60C ?

even when im not running any programs it does this, i used to overclock when i played skyrim and the tool i used always said press a key to return to normal clock speed or something like that and i would just exit out of it without pressing a key, could this be the issue?

also if anyone can find a solution, free would be nice, i have made sure to correctly apply thermal compound, i even followed a diagram of where to put it, so it must be some program or something. its a 233 GB hard drive (old toshiba laptop) and im running low on disk space and im no pro at HDD'S but i guess that could mean something to it

oh, ive already done all that, opened the case, put new thermal paste on it, blew out all vents and fans, all that stuff. disk cleanups and defrags, virus,adware, and malware cleanups (lots) . ive tried it all
