Computer not turning on after sleep (possible PSU issue)?

Hi everyone, I made this video that basically explains what's happening real quick: https://www.youtube.com/watch?v=_PUiizeIyNc&feature=youtu.be&hd=1

I replaced my HDD with an SSD, after the replacement my PC does not turn on after putting it to sleep or shutting it off, I have to wait several minutes before being able to turn it on when the power button is pressed. Putting it to sleep essentially makes it shut off.

What could possibly be the issue? PSU?

I have an AMD Athlon II X2 260 (3.2GHz)
4GB RAM
Gigabyte ga-880gm-d2h motherboard
120GB Kingston SSD (has OS on it)
1TB Seagate HDD (has data)
Windows 8.1 Pro
Dynex 500W PSU

I do not have a dedicated graphics/sound card.
I'm hooked to my TV using the VGA cable.

Is it possible to get something decent for 50? Or is that laughable? I have a very simple HTPC, this not for gaming or anything of that sort.
