FPS Counter with limiter display?

Hey I was wondering if anybody knows a third party fps counter that can also display which is holding the fps back eg GPU/CPU.

Like the built in fps counter in Planetside 2.

I have just started neverwinter and in crowded hubs my frame rate can get as low as 25. Everywhere else is a solid 60fps on near maximum

CPU - i5 2500K
GPU - Gigabyte R9 270X OC 2GD
MOBO - MSI H61MA
Windows 7 64bit

Its your CPU, i have a comparable videocard and i have played Planetside 2 maxed out no sweat at all, Planetside makes good use of i7 CPU's. The game is known to be a CPU killer!.

Yea Planetside 2 runs smoothly no problem. It's Neverwinter that is the issue. I think it's due to the large amounts of players on screen in the main hubs. I know that MMO's can tend to be quite CPU heavy when it comes to player crowding.
