CPU temp at 70+ is it scary?

Today i decided to clean my desktop, and maybe accidentally messed up somewhere. but my CPU started making so much noise. So i decided to check around my temperature of my gpu and cpu. Is this normal? its in idle condition, having like 78+ celsius
