I built a PC back in July. This is my build. http://pcpartpicker.com/p/2hBiZ Along with a Monitor, and a Max case fans. When playing ArmA 2, I get 30 FPS while recording ALL on low. When i'm not recording on low, I get about 30-50 (50 if i'm really lucky). My friend has a worse computer than I and he plays on everything high, and gets 60 fps. I am unsure of his specs. I think his Graphics card is a 6970, but I have no idea what his Processor is.

well, you only have one hard drive - if you record on the same drive your games are /and/or system is/, you get massive performance hit. try to record on another drive /usb3 portable drive for example/ and you'll see the difference
