physical memory goes up to 98%

I have a problem.. i realise my physical memory goes up to 98% and at normal 50%.. I realise it spikes up most right when i click google.. And the whole thing lags n not responds.
why does this happen?
btw im using windows7 64bit with 2gb ram

Holy crap I didn't even think Win7 would boot on 2gb hardly. Just IE, and background tasks use2gb on my rig. Can't imagine trying to actually use it for anything else. you NEED at least 4gb.
