I would like the best gaming Pc i Can Get with 600-700$ I dont care about The case not looking nice just need it good.and i dont need monitor or keyboard or mouse or Windows
and i would like the graphic card to be geforce 650+ not below that thanks guys

It's rather unbalanced. The CPU is going to bottleneck your GPU, the LGA 1155 socket is no longer being used so you'll have to buy a new motherboard if you want to upgrade, the PSU isn't nearly powerful enough to power the 770 and you'll have an absolutely tiny amount of storage, no matter how fast it is.
EDIT: The CPU also doesn't support RAM at that frequency.

That GPU will work fine. In regards to shipping; it's a tricky issue with shipping, your best bet would be to find a site that ships to your location and find the parts there (or at least the closest you can manage).
