The reason i ask is that i don't exactly know or need to know what programs files you download and install on your pc there is a good chance you've picked up a virus or malware that would hog your cpu usage and cause this to mess with your games. So i suggest downloading a free version of malwarebytes at www.malwarebytes.org and running a full scan. See if that helps.

And as for "how can i knw that whether something is under tasking while im playing games?"

While in game press ctr + shift +...

Your rig should not have any kind of bottlenecking

Check if there is some services/tasks which make your CPU busy during games and disable/stop them and scan your system by an updated antivirus + anti spyware.
You should have enough free space on your windows drive too.

you should add an exception in your anti virus for your game library as it could cause what you're experiencing, also make sure you're updated to the newest non-beta driver

While in game press ctr + shift + esc, that will bring up your task manager. On the processes tab you will see what all is using your cpu and slowing it down. BUT usually your game will be using the most cpu usage. SO be careful what you end. I play Counter Strike Global Offensive and the process that it uses is named csgo.exe. So make sure its not the game your ending!

-You don't need to do so! You just need to check out your task manager before starting the game.

-Nearly the most of new anti viruses have game mode in their options and when you start gaming, your anti virus switches to game mode automatically. You can update your antivirus software to have this option enabled or get the latest version.

-Definitely there is a CPU consuming task running on your system. It can be any kind of viruses, malwares, trojans, a harmless process or even your anti virus active shield process!

-The only way to figure that out is checking your running processes and scanning your system using an updated anti virus-anti malware.
