Do i have to reinstall my programs after a format

Space being the only real issue. But applications (apart from games) don't really take up that much space. I have a 128GB SSD. Win8Pro, and ALL applications apart from games installed on it. Adobe Lightroom, Corel Video studio, Paintshop Pro, MS office...etc, etc. Currently about 50GB used space.

You could create a clone of the old drive and then copy the clone to your newly formatted drive. I have never done it myself but you could do a search for disk cloning apps.
