Is my cpu causing a bottleneck?

Caution lengthy question below!!!

I've posted on here before about upgrading my cpu, however I actually need to know if upgrading my cpu would improve frame rates on games. At the moment I seem to be getting lower frame rates on my new gpu (r9 270x hawk) than all the benchmarks suggest. However I've been digging around on the internets and apparently cpu's make very little impact on frame rates.

To break it down a bit for you my frame rate of bf4 is around 35fps on a 64man server... however I can adjust my settings from ultra to low and my frame rate stays the same. Cpu usage is around 80-90% while my gpu sits there at about 30% (peak 60%) to me this definitely says my cpu is struggling to cope while my gpu isn't even breaking a sweat.

On skyrim my frame rate is all over the place dropping to as low as 30fps on the intro sequence on ultra settings. This gpu should rinse through skyrim and cruise along at 60fps everywhere according to benchmarks.

Minecraft framerates are always above 60 however it still feels laggy. Again this says to me that the cpu is struggling.

Metro 2033 - runs at 60fps everywhere on dx11, very high 4x msaa as soon as some explosions or extensive effects show up it drops to about 40 :(

Finally borderlands 2 seems to run poorly despite benchmarks saying that my gpu should be getting very high fps.

I think I've probably answered my own question here, yes I do think my cpu is causing a huge bottleneck, but as I said the internetz says the 4100 shouldn't be bottlenecking my card.

So is an upgrade in order or have I just wasted my money on a 270x that doesn't perform very well?

Yea it's causing a bottleneck. I'd advise u to update to a 6300/6350 or much better 8350(if u can afford it) or if u donot have that much money now,then try to get the best from that 4100(try to push it to 4.3-4.4 ghz) so as to keep the bottleneck minimal.

It's already running at 4.1 it can hit 4.5 but it gets a little... unstable :p I'll experiment and see if I can find a stable clock speed. Also I thought the 8350 was a 8320 with a higher clock speed, might be wrong, can someone elaborate a bit on this please? :p

One final question, I'm thinking of upgrading to windows 8.1 to get dx11.2, is it worth it or should I stick with 7 for a bit longer?

Yes, Definitely your CPU is bottlenecking your Graphics. You should play games @ ultra settings to improve your frame rate. Overclocking your cpu while playing @ ultra settings gets you better results.
(It makes your GPU more busy and decreases your CPU load)

The ultimate solution is to upgrade your CPU. I recommend you to go for an Intel ivy bridge i5 3570k or i5 haswell 4670k, but if you want to use your current mainboard and save money, get an AMD FX 8350 or 8320.

I'll be purchasing an 8320 and a better cooler some time after christmas as the store I buy parts from always has sales around that time. Thanks for the video link it was very useful. However it now makes me wonder if there is any other part causing a bottleneck, I know my mobo is a bit old but I don't think it would cause any major performance impacts. I think i'll switch to intel next time I perform another major upgrade (usually once every two years)
