New Build, No Luck

Hello Everyone,

Let me start out by saying this post is about a friend's build. He lives out of state and I have been trying my hardest to help him out with his first PC build. I will give as much detail of the situation as I can.

The Problems

He hasn't gotten past the breadboard stage. His first issue was that with only MB, PSU, CPU, and RAM installed the fans would spin up for a second then it would all shut off. No debug code, nothing. Verified all necessary PSU cable plugged in and after troubleshooting with him over the phone we found bent CPU pins on the MB.

So, he went back to MicroCenter and got the MB replaced. Now (still breadboarding with only CPU, PSU, MB, 1 stick of RAM) the fans spin up, a strange debug code is given, then it shuts off. It will then try and spin up again then back off, repeatedly. He tried an older PSU he had lying around and it does the same. The debug "code" looks about like this:

Everything I can find suggests it's another bad MB. Before I make him go back to the store one more time for another MB I wanted to see if I am missing anything?

Sounds like it to me also. But have him try to reset the CMOS first. I have seen new motherboards that will not boot or act strange and a CMOS reset seems to fix them do not really know why but I have seen it over the years. So have him locate the 3 pin CMOS jumper and with the power off move the jumper from pins 1-2 to 2-3 for like 30 seconds or so and then move it back to 1-2 and see if he can then power on correctly.

Great idea. I knew I missed something.

I will have him try that tonight and get back to you with the results.

He tried resetting the Cmos and still doing the same thing. So he returned the MB, they were out of his MB so he opted for an AsRock. He is now getting the same thing on the AsRock, with both his build PSU and test PSU. The only constants at this point are the RAM and CPU.

Thoughts?

P.S. I didn't mean to select the best solution, accidental press when using the mobile. Not sure how to deselect it.
