Well my old hard drive died, so I bought a new one and installed windows 7 on it. Then I installed all the windows updates, graphics card drivers, java, flash, all that stuff. But this weird effect has been happening whenever I'm on certain applications. This usually does not happen when my computer starts up, it only starts acting weird after I play a computer game or something.
This happens whenever I move a window infront of internet explorer. It also happens if I try to minimize then maximize the window:

I use chrome and it works perfectly, no problems.
The same thing happens in the chatbox on yahoo messenger:

I've tried alot of things to fix it. Reinstalled yahoo a million times, used older versions of yahoo. Reinstalled java twice, reinstalled flash. enabled javascript on IE, installed every possible windows update, disabled antivirus. None of it worked. This is really annoying, and I need help to fix it.
