Really bad internet connection

I have no clue what is wrong but I only get like 100-600Kbs while downloading, the internet is really slow sometimes and other times it says I am connected but there is no internet access. I know it is not my computer(because i just got a new one) and it was the same on my previous laptop and all others in the house. Is it a problem with the modem? Or the service provider? How will I be able to tell? Can i at least "boost" the connection if i can't fix it? thanks!

I would download and run the free wireless analyzer inSSIDer from HERE to find the wireless networks around you that are causing the problem. Look under the network tab and view them by channel and signal strength. Try to get away from the strongest and most numerous signals, preferably staying with the non-overlapping channels (1, 6, and 11) if possible.

if your on the wireless try to switch channel in the router if on wired reset your router and see what happens the other thing did you made a dsl test and does it meet the speed you pay for from the isp you could after that try to connect one system directly in the modem and redo a dsl test .
