cpu and ram speed

My pc keep laging on start up and other softwere and games,
my specs are:
intel 4th gen core i7 4770 Haswell processor
Gigabyte G1 sniper b5 motherbord
4gb1330 bus speed ram (2*2)
intel xfi Titaniam sound card
tharmaltek 400w psu
Ati 4830 ddr3 512 gpu
even my 2nd gen dual core was faster then this!!
what could be the problem?

thank u guys for all the information i took ur suggestion and add 4gb additional memory and the reason my cpu was slow because my system was running on single core insted of multi core so i changed the configaraton from msconfig and it worked vry well :)

Since it is quick and free, download and run memtest86 from HERE. Just burn to a CD and boot from it. Note any errors and all the information about your ram speed and timings to insure that they are correct.

The reason your new build is no faster than your old one is you still have the same bottleneck. That GPU is terribly slow compared to the rest of your system, additionally why did you only put 4gb of ram into an I7 system?!?! (you said 2 gb in your first post)... problem is there is no way to upgrade your GPU until you buy a new power supply b/c 400 watts isn't enough. So you need... 1) a new power supply 2) a new GPU 3)at least 4gb more memory, then all the lag will be gone.

From a purely numerical point of view, 400W is enough to run all but the most power-hungry single-GPU enthusiast systems. Most normal systems draw less than 300W. The problem most of the time is quality, not quantity.

Yes but I shudder to think of how many amps it may have on the 12v rail.
