Max safe core temp recommended by AMD is 62 degrees celsius.
maximum socket temperature is 70 degrees celsius.
its best to keep the core temperature under 55 degrees though to keep the lifetime longer. ;)

Actually... he can´t have 8 degree celsius. Option is, that his computer is behind window, outside, in cold weather. If room temperature is 21, then his proccesor can´t have less than 21 degree celsius.

Its true... I got fx 8320 few days ago and without doing anything temps are 7-11c with stock cooler and under load its around 45... Just i think that somethings wrong with the sound cuz it changes sound :( is that normal?

With amd cool & quiet(under clocks cores to 1.7Ghz when idle), also windows core parking(turns off 4 cores when idle) saves a lot on temps. I found my amd 8320 when booting up the pc 1st shows 14c. Then after the gpu,cpu, pcb warms up cases internals I get 24c idle. Running prime95 cpu only test at 4.3ghz for 2 hours with hyper 212 plus (artic silver 5 goo) temps get to 42c. But the hottest I ve gotten it to was in the summer time with 76F room temp, gpu load 100% while gaming for 8 hours was only 45c. Pretty great cpu if you ask me. My old amd 645 would get to 54 under full load stock cooler.

40 to 45 should be okay, but 61 is quite high. (for a FX-8320)
maybe you should look into getting an aftermarket cooler?

under load, 45 celcius is good, i have no idea what you mean with the sound changing though.

Since my last post, I read & researched a bit online. Yup everyone saying the amd fx temp diode is nerfed are correct when temps are below 40c 'ish. I also got my OC to 4.4ghz stable now at 48c load & 28c idle (@ least that's what; coretemp, HWinfo64, Speedfan, tell me/who knows). Had my pc bsod when trying to push oc to 4.6ghz with prime95 after 20 minutes temps hit 59c. Also correcting my previous statement amd cool'n quiet underclocks your cores to 1.4ghz not 1.7ghz to save on temps & power when idle.

I have idle temps under 20C while browsing the web and such. Mine are at 15-17 right now. Idle is usually lower. But im running an evo 212 right now with artic silver 5. So thats too be expected. Its a great cooling solutions for any amd processor. Especially since my room temp is higher with my room mates cranking up the heat, :/

Keep in mind that temperature under aprox. 40°C doesnt get put out correctly by FX-CPU sensors. Its and error with all FX processors. My 4300 showed 10°C too, but this would recommend that the abient temperature is under 10°C and this wasn't the case!
Everything over 40°C should be correct. But I would trust it. My 8320E says it's around 80°C on stock before lowering it's clock speed to prevent from overheating! With an cooler three to four times as powerful as the stock cooler.
PS: I "fixed" these high temperatures throught manually lowering the core voltage. It pendeled between 1.2V and 1.5V (!!! not save). I overclocked the CPU slightly to 3.7GHz with an CV of 1.18V. Temps went down to 70°C at max. Not beautiful but it only reaches this temperatures while video-rendering.
