Is my 7970 underperforming?

I built my first pc a couple of months ago but haven't really had time to use it for anything strenuous until recently. I have an XFX 7970 with a reference cooler, case is well ventilated and ambient temps are English winter+not enough money to put the heating on...
The 7970 idles at around 30c web browsing etc on one 1920x108 monitor, if I use two monitors it idles at around 60-65c.
Playing bio shock infinite on one monitor at high (not ultra) settings card runs at 85+c, with another monitor connected but just at desktop, the card is bouncing off around 95c and starting to drop frames even on med graphics. Is this normal? Seems like the card should be able to handle it without getting so stressed? Pretty similar temperatures with other comparable games too. Should I try to return the card? Haven't heard many good things about XFX's returns policy, although I would rather think I had a replaceable lemon than be stuck with a crap card.

The card is throttling due to the thermal limit. The 7970 reference cooler is crap, but that seems a bit extreme. Try setting the fan to 100% (Will scream) and run a game then. It might just need returning due to you not being able to fix it without breaking warranty.

im with icraft maybe rma is in order if doesnt fix temps.
