New Build - PC won't make it to POST, no fans spinning

I recently decided to try and build my own PC. I have been changing parts around in my old one for years and decided to make the leap. So of course I start having a problem. I've looked over the troubleshooting guides above, and am now at a point where I am looking to the greater internet for help.

I purchased the following parts (for reference):
Asus Z87-K Motherboard
i5 4670
Ultra 650W ATX PSU
2x4GB Patriot DDR3 PC3-12800 RAM

When I press the power button on the case, absolutely nothing happens. The CPU fan doesn't try to spin, there are no beeps (the case does not have a speaker in it), just ... nothing.

Right now, I have tried to isolate as much as I could to try to get it to boot. I have taken the motherboard out of the case, connected the power supply and case power leads to it, put the CPU and CPU fan on the motherboard as well as 1 stick of RAM, and it is still not doing anything.

It is worth noting that the system LED does glow green once I turn on the power supply so I know at least some power is getting to the motherboard, but I am stuck on where to go from here.

Any and all suggestions are welcome.

How would one do that safely? That sounds exactly like the kind of thing that could go horribly wrong if done incorrectly.

I just attempted to do so (with both a screwdriver, and just some other metal tipped object incase it wasn't "real" metal) - the same sad story for me unfortunately

Unfortunately that is one of the first things I went through to try to solve the problem. I feel like something is DOA if none of these steps are getting anything thinking about moving/starting. Would that signify an issue with the PSU or the Mobo or the CPU? or any of the above? I'm just trying to figure out what my next steps here should be to get this up and running.
