Video editing PC help?

Hi. So I've already asked for help on this website and got a few answers that helped me but I thought I'd just ask again to see if I can get some more info. :)
I'm an artist wanting to make a PC that can help me edit my drawings/make videos of them, and overall just let me take my creativity into a digital hand.

Looking for a PC that can run Photoshop and Sony Vegas ( Not heavily ) Just want some smooth video/photo editing. Rendering times don't bother me really.

AMD OR INTEL, doesnt matter! Although AMD is preferred to me because it appears cheaper for pretty good quality...? heh

OH budget for just the pc is about 1300.
Gunna get my keyboard/monitor and maybe graphics card AFTER?

Like I know you can go without a graphics card for a bit kinda thing...

maybe this should do what you want?

if you want a small ssd you could grab a 120gb kingston hyperx 120gb for $80 on amazon to put your os and programs to speed it up a bit
