Is my graphics card dead?

Ok, so I recently bought a custom built pc from cyberpowerpc and It seems like my graphics card is dead. The graphics card I have is a AMD r9 270x. I have these 2 big lines that go vertically on the screen, and just recently my monitor wont even show the windows sign in screen. The computer starts normally then, after showing the motherboard screen, windows attempts to load, then the screen goes black, even though its still on.
HELP PLEASE!!

It doesn't matter if its the graphics card. Try the monitor on another PC or try another monitor. The onky other thing you could do is a factory restore to eliminate software issues. If it does the same thing something is wrong with it and its their problem. It doesn't matter what the specific problem is. Send it back.

I did and they said it could be the problem I just want to make sure its not anything else that is going wrong.But also what are some ways to show that it really is the graphics card?
