32-Bit or 64-Bit operating system? A 32-Bit OS cannot address more than 4GB of RAM, regardless of how much you have installed.

Sounds like you are using a 32 bit OS.
You can try PAEPATCH: http://wj32.org/wp/2011/02/23/pae-patch-updated-for-windows-7-sp1/
if you are using a 32 bit OS

It worked for me but YMMV
